It might require a complete overhaul of the xp mechanics. This might not be feasible, but I don't know anything about coding.Â
DreadReapr might have the best solution, but I like manual combat.

As far as I know, you get the XP from abilities only once per ability so you can't exploit it more.
I agree there still is an incentive to stall battles and there is still some free XP like Steal Enchantment but I think that does not lead to gaps that are too big to prevent a player that does not exploit every small breach to win. And in some cases, we do not have tools to further balance things (for instance we can't remove XP specifically from Steal Enchantment).
In any case, it looks like I should add you to the PM list where we discuss balance.

the weak army start settings is really no fun to me, also if u lose some early units u end up with very slow recover which most likely will cost u the game. u cant even send extra units to spot the ai camps bcz u would need all units to battle early game.
pbem higher tier units are rarely seen, and the weak army start makes it worse.

Example: My leader attacks a T1 using his ranged weapon. He shoots three times (doing minimal damage) and gets 9xp. Then my hero attacks the same unit using his ranged weapon, and he gets 6xp. I think the xp counter is exhausted, so I can finally kill the T1 for 5xp. 20xp for a T1?
Another example: My forge priest casts guardian flame, and he gets 4xp. Then my reanimator casts steal enchantment on the unit guarded by flames, and he gets 4xp. The forge priest casts dispel magic on the reanimator, and he gets 4xp. And so on and so forth. (I don't know how often you can do this before the xp counter for each unit is exhausted) A tanky unit can stall the battle just moving back and forth in front of the hostile kobold taking away its action points. Maybe the kobold gets to level up before I convert it. I think the Firstborn stalling the battle gets xp just for getting hit.
I don't know if people really want to play like that but if they want to win the game there is incentive to do so.

I choose starting conditions that I consider favorable and give me an advantage in an arms race. At the beginning of the game, and with the settings I use, dwarf necromancer has the most advantages and the least disadvantages. This has a snowball effect amplified by balance issues.
I'm too lazy to comment on every screenshot, but it looks like Turn 17 marks the beginning of the end for the Dread Reapers. Also, my opponent has an Undead problem throughout the game.

So yes, you can only rehost, and disable turn timer until the 1st turn is fully played.
